How do you encourage an apathetic person (or nation) to become more involved in what happens to them and around them?

By remembering what happened in the past and what will happen in the future. Or mabye what can or should happen.

The key word here is "encourage" so I guess I would invite them to participate WITH me until they were doing it all on their own.

I also think that we have to really CARE about things in order to WANT to be involved so finding out what they do care about may also be helpful.
