What do you do when someone is deliberately acting up, being silly, or showing off while you are trying to get your work done?

Warn then twice that consequences will follow ignorance - then invoke the consequences.

It depends, if I feel a message coming through to make me aware that "we" need some carefree time, I might stop what I was working on & get into the fun mode with the other person.

However, if this was a frequent behaviour issue on the behalf of the other person... I'd make them aware that I am annoyed by their behaviour, & that this is not the appropriate time- they either need to settle it down, or take it elsewhere.
